The Second Lilaris Empire
Overview
The Second Lilaris Empire (commonly Lilaris, or TSLE) was the dominant power of mid-to-late Landfall-530 - Noble Blood. It was founded by the merger of the surviving remnants of the Ehrengard Empire with the failing state of Saludo, in the immediate aftermath of the Roscarte Coup and the assassination of Empress Avery R. Ehrveil. The Empire was jointly ruled by Empress Kara A. Ehrveil of House Ehrveil and Nordvik Alvaldi of House Alvaldi under the Twin Crowns, and governed by the Imperial Charter across an imperial-era that lasted from its founding until the ratification of the Provincial Constitution.
Late in its history, the Empire underwent a constitutional conversion into the United Provinces of Lilaris, a democratic republic in which the Twin Crowns became the ceremonial Twin Thrones and elected institutions assumed governing authority. The conversion was the work of Kara and Nordvik themselves, drafted jointly at Dominion Hall and ratified by overwhelming popular vote.
Lilaris drew its name and legitimacy from the older Lilarreich, the original Ehrengardian state of which it considered itself the rightful continuation. New Terranova remained the capital throughout.
Founding
After the Coup
The Empire's founding cannot be understood without the Roscarte Coup. House du Roscarte's seizure of the Ehrengard Empire, the public execution of Porter Ehrveil, the forced abdication of Avery R. Ehrveil, and the conversion of Ehrengard into the terror state of Sovarre left the entire Ehrveillian-aligned political order in ruins. Avery fled into exile to New Ides, where she eventually authored the Testament, a public abdication that also called for a new political order to take Ehrengard's place. The resistance retook New Terranova not long after, and Avery was killed by a bomb during her victory speech.
Her daughter, Kara A. Ehrveil, inherited what remained on the night of her mother's death.
The Alvaldi Bargain
Kara was a child at the time, and the Ehrveillian house had no functional administration left to draw on. The state of Saludo, meanwhile, had been weakening for years under Nordvik Alvaldi, strained by the loss of New Ides to Isaac Acentino's independence and the rising influence of foreign cults along its southern border. Kara and Nordvik met in the immediate aftermath of Avery's assassination and agreed to merge their two states into a single new polity. Each retained the symbolic primacy of their own bloodline while pooling resources, territory, and military forces under a unified crown.
The arrangement was framed as a fulfillment of Avery's Testament. In practice it was also a survival measure for both sides.
Governance
The Twin Crowns
Sovereign authority in the imperial era was held jointly by the Twin Crowns, Empress Kara A. Ehrveil and her co-sovereign Nordvik Alvaldi. Both heads of state held full governing authority. In the early years, with Kara still young, Nordvik handled most of the day-to-day public business while Kara grew into the role. Once Kara reached majority the two governed as equal partners, with Nordvik particularly active in foreign affairs and Kara taking lead on domestic policy and institutional design.
The Imperial Charter
Domestic governance operated under the Imperial Charter. The Charter established the structure of the Empire, the offices of the Twin Crowns, and the relationships between the Crowns and the noble houses, duchies, and dependent territories. It also provided for the establishment of departments and statutory acts beneath it, including the Lilaris Department of Justice Act, the Criminal Code Act, and the Civil Code Act, which collectively formed the legal framework of the imperial period.
Territorial Structure
The Empire was composed of the territories of its two founding states plus duchies and holdings acquired or integrated during the imperial era. Major divisions included New Terranova as the capital, Saludo as the second seat and Alvaldi center, Varenholde as a duchy of formerly Ehrengardian territory under Duke Klein Moretti, and after the Annexation of Whitefall, Whitefall under Viscountess Ashling Goldwound. New Ides later joined as a duchy through the Idesian Accord.
Major Events of the Imperial Era
The Huge Larry Crisis
The most destabilizing internal crisis of the imperial era was the rise of Larrism. The cult, centered on the figure of Huge Larry, captured the political leadership of New Ides under King Isaac Acentino (who was also Kara's father) and the ExoVinian Empire to the south. The crisis touched Lilaris directly when Lilaris Princess Salem Alvaldi was assaulted during a Larry Cult ritual on unclaimed land, an incident the Empire prosecuted as the central charge in Case No. 593-LIR-NT before the New Terranova Imperial Court. The trial collapsed mid-proceeding, and every defendant including Isaac was killed in the Night of the Veil.
The Annexation of Whitefall
During the same period, the township of Merlot peacefully seceded from the Idesian Empire and was annexed by Lilaris under the Annexation Agreement, renamed Whitefall, and placed under the rule of newly created Viscountess Ashling Goldwound. The Idesian Empire did not recognize the secession. No open military reprisal followed.
The Idesian Accord
After Isaac's death, leadership of New Ides passed to Riven Skorne, who worked to distance the duchy from Larrist doctrine and reopened relations with Lilaris. Riven and Kara were married in Dominion Hall. The accompanying Idesian Accord formally restored New Ides as a Duchy of the Empire under Riven as Imperial Consort and Duchess by right of blood, named Kara First Patron of New Ides, and established the Day of Reunion as a minor imperial holiday.
Founding of the International Criminal Court
Lilaris was one of the three founding signatories of the International Criminal Court (alongside New Ides and Mirage Concord). The Empire ceded a small parcel of land for the construction of Cadence, a neutral city-state to serve as the Court's headquarters outside any national sovereignty.
The Constitutional Conversion
Late in their reign, Kara and Nordvik jointly drafted The Constitution of the United Provinces of Lilaris at Dominion Hall. The document converted the Empire into the United Provinces of Lilaris, a democratic republic.
Under the new Constitution:
- The Twin Crowns became the Twin Thrones, ceremonial offices held by the Scions of House Ehrveil and House Alvaldi without binding legislative authority.
- Governing authority moved to a National Assembly of elected Representatives, an elected Chancellor serving as Head of Government, and a High Court of up to five Justices.
- The Provinces were established as permanent self-governing entities; subdivisions and cities operated under elected councils.
- Civil rights, including freedom of expression, equality before the law, due process, political participation, and access to public education and emergency medical care, were entrenched against future amendment.
The Imperial Charter was retired upon ratification and preserved as a cultural relic within Dominion Hall. The citizens of the Empire ratified the Constitution by overwhelming popular vote in national referendum.
X-Seven
Concealed within the Constitution, Kara authored the legal basis for X-Seven, a small, deniable paramilitary unit of elite operatives outside the chain of command. Its mandate is the protection of the Lilarisi people from any threat to their lives or to the continuity of the Republic, including threats originating within the elected government itself. The authorizing clause sits inside an otherwise unremarkable interpretive section (Article X §7(g)) and the offices it depends on are entrenched in Article XI §2 against any future amendment. Elected officials of the Provinces are not informed of X-Seven's existence.
End
The Empire (in its United Provinces form) was still standing when The Blaze arrived. The three Divinets fell silent without warning, central institutions collapsed across Caldora, and the noble houses turned on each other within a week. The Republic fractured. What happened to the Twin Thrones, the National Assembly, or X-Seven during the collapse is unknown.
