This Empire stands as the rightful successor to Lilarreich, honoring the governance of House Ehrveil as Chancellor and House Alvaldi as Vice-Chancellor in the past era. Together, these bloodlines now forge a new path, where strength and wisdom shall guide us toward prosperity.
This Charter defines the governance of Lilaris, the roles of its rulers, the noble hierarchy, and the rights of its citizens, ensuring a realm where order and progress flourish.
I. Structure of Governance
The Twin Thrones of Lilaris
Lilaris is ruled by two equal sovereigns: the Scion of House Ehrveil and the Scion of House Alvaldi. These rulers shall:
- Govern from The Royal Palace in New Terranova, which remains an Imperial District outside city jurisdiction.
- Act in Imperial Accord, meaning all major decisions require their shared agreement.
- Oversee the entire empire, including all noble houses and provinces.
New Terranova & Saludo
- New Terranova is governed by the Ehrveil Scion, serving as the military and administrative heart of the Empire.
- Saludo is governed by the Alvaldi Scion, functioning as the diplomatic and economic center of the realm.
- Both cities remain under Imperial rule but are recognized as the strongholds of their respective bloodlines.
The Noble Hierarchy
These ranks are granted by the Imperial Throne and are permanent titles tied to governance over territories.
- Dukes/Duchesses (Governors of Imperial Provinces)
- Formally addressed as "His/Her Grace."
- Govern entire Imperial Provinces on behalf of the Twin Thrones.
- Oversee Counts and regional governance, handle diplomacy, and raise military forces.
- Serve on the Ducal Council, advising the Imperial Throne on state matters.
- Marquesses/Marchionesses (Border Lords, Defenders of the Empire)
- Addressed as "The Most Honorable."
- Rule strategic border territories (Marches), ensuring defense and military readiness.
- Often granted increased military authority but less political influence than Dukes.
- Counts/Countesses (Regional Lords, Economic & Administrative Oversight)
- Addressed as "The Right Honorable."
- Govern Counties within a Duchy or March, overseeing trade, taxation, and law enforcement.
- Hold direct command over Viscounts and Barons in their region.
Lower Nobility (Appointed, Merit-Based, Functional Nobility)
These titles are not purely hereditary and must be earned through military service, governance, or Imperial appointment.
- Viscounts/Viscountesses (City Lords, Tactical Leadership)
- Addressed as "The Honorable."
- Rule major cities or critical strongholds, ensuring law, trade, and defense run smoothly.
- Report directly to a Count/Duke.
- Barons/Baronesses (Lords of Towns, Military Commanders)
- Addressed as "Lord/Lady [Name]."
- Govern towns, villages, or fortress regions, handling agriculture, local disputes, and militia forces.
- Answer to a Viscount or Count.
Special Nobility & Knightly Orders
These titles do not grant land but confer rank and responsibility.
- Lord Commanders (Elite Military Generals & Strategists)
- Addressed as "Lord Commander [Name]."
- Oversee Imperial military campaigns and strategic defense forces.
- Equal in rank to a Count but without land ownership.
- Knights/Dames (Sworn Warriors & Agents of the Empire)
- Addressed as "Sir/Lady [Name]."
- Serve as elite soldiers, bodyguards, or Imperial champions.
- May be landless or hold minor fiefdoms granted for service.
II. Imperial Law & Governance
Imperial Authority
- The Twin Thrones may issue Imperial Decrees, binding across the Empire.
- Nobles may propose laws to the Imperial Court, which can be enacted upon Imperial approval.
- New Terranova and Saludo function as connected states and retain autonomy in local governance but must adhere to Imperial law.
Judicial Oversight
- Local courts handle civil and criminal disputes.
- The Imperial Court, overseen by High Lords, rules on major cases and noble disputes.
- Final judgment on matters of state rests with the Twin Thrones.
III. Rights & Responsibilities of Citizens
Rights
- All citizens are entitled to Imperial protection, representation, and the pursuit of prosperity.
- They may petition local and Imperial leaders for grievances or reforms.
Responsibilities
- Citizens must uphold the laws of the Empire.
- Service to the Empire, whether in military, trade, or governance, is honored and rewarded.
IV. Defense & Security
The Guardians of Lilaris
- Each province must maintain a standing force, loyal to the Empire.
- Lord Commanders oversee strategic military operations.
- The Imperial Guard defends the Twin Thrones and the Royal Palace.
Unity Through Strength
- The Empire honors its past ties to Lilarreich, preserving its heritage, customs, and strategic importance.
- Any act of treason against the Empire is met with swift and absolute justice.
V. Amendments & Future Revisions
This Charter is a living document, ensuring that Lilaris adapts to the needs of its people. Amendments may be proposed by the High Nobility and approved by the Twin Thrones, ensuring the Empire remains strong, just, and eternal.
