The Annexation of Whitefall
Overview
The Annexation of Whitefall was the peaceful secession of the township formerly known as Merlot from the Idesian Empire (the late, Larrist-aligned regime of New Ides under Isaac Acentino) and its voluntary integration into The Second Lilaris Empire. The transition was led by Mayor Ashling Goldwound, who renounced her fealty to the Idesian state on the grounds that it had collapsed ideologically under Larrist extremism. Upon signature of the Annexation Agreement she was elevated to Viscountess and the township was renamed Whitefall.
The annexation took place during The Huge Larry Crisis, before the assassination of Isaac Acentino in the Night of the Veil. It was framed by both parties not as a rebellion but as a lawful and moral act of civic defense by a town whose former liege had been corrupted by religious extremism.
Background
Ashling Goldwound was originally appointed Mayor of Merlot under Idesian authority, before the Larrist movement took hold of the New Ides government. As Isaac Acentino's administration deepened its commitment to Larrist doctrine and crafted policy around the cult of Huge Larry, Ashling's position became untenable. She held that her oath of office had been sworn to a state that no longer existed in any meaningful sense, and that her remaining obligation was to the safety, stability, and sovereignty of the people of Merlot.
Through quiet channels she approached the Twin Crowns of The Second Lilaris Empire with a request for secession and protection. The Empire agreed. Critically, the Empire affirmed that Ashling's original authority had been granted before the Idesian regime's ideological collapse, which gave the agreement a legal basis that did not depend on Idesian consent.
The Agreement
The Annexation of Whitefall was entered as a formal agreement between the township and the Twin Crowns. Its core provisions:
- Renunciation of Idesian Allegiance. Whitefall formally and permanently renounced political and legal allegiance to the Idesian Empire.
- Recognition of Sovereignty. Whitefall acknowledged the Twin Crowns as its sole sovereign authority in exchange for protection, dignity, and lawful inclusion under Imperial law.
- Noble Appointment. Ashling Goldwound was elevated from Mayor to Viscountess of Whitefall and recognized as a noble of the Empire.
- Renaming and Reclassification. The township formerly known as Merlot became Whitefall, incorporated as a recognized holding under the Department of the Interior.
- Local Autonomy. Whitefall retained full local authority over civil law, cultural identity, taxation, and development, with the Empire reserving jurisdiction over national security, capital criminal offenses, noble succession, and external diplomacy.
- Military Protection. The Empire extended immediate defensive protection. Any retaliation or encroachment by Idesian loyalists or Larrist cultists was to be treated as a hostile act against the Crown.
- Judicial Integration. Serious legal disputes would be referred to the New Terranova Imperial Court under the Lilaris Department of Justice Act, with provision for a local Regional Court under the Department of Justice. Criminal and civil matters arising within Whitefall fall under the Criminal Code (1-LCC) and the Civil Code (2-LCC) respectively.
- Transitional Support. The Empire committed to providing legal counsel, civic aid, and administrative guidance through the integration period, with Idesian lawbooks either retired or preserved in archives.
The agreement took effect immediately upon signature.
Disputed Status
The Idesian Empire did not recognize the secession and did not consent to the annexation. The Second Lilaris Empire's position, recorded in the agreement itself, rested on three points: that Ashling's authority predated the Idesian regime's collapse, that the realignment was a lawful and moral act of civic defense, and that the people of Whitefall held a sovereign right to self-determination when their former liege had become corrupted by extremism.
The Empire put Idesian leadership on notice that any interference with Whitefall would be treated as a violation of Imperial sovereignty and met with proportional response. No open military reprisal followed, in part because the Idesian state was already approaching its terminal crisis.
Aftermath
Whitefall remained an Imperial holding under Viscountess Goldwound for the remainder of the epoch. Open Idesian retaliation never came. Isaac Acentino was assassinated shortly afterward in the Night of the Veil, and the New Ides regime passed to Riven Skorne, who moved promptly to distance the nation from Larrist ideology and bring it into The Second Lilaris Empire. By the time New Ides itself was reaffirmed as a Duchy of the Empire through the Idesian Accord, the question of Whitefall's status had been settled by events.
