Annexation of Whitefall

I. PARTIES TO THE AGREEMENT

This Agreement is entered into between:

• The township formerly known as Merlot, now henceforth designated Whitefall, led by Viscountess Ashling Goldwound,
  and
• The Second Lilaris Empire, a sovereign and lawful state governed by the Twin Crowns and administered through the Imperial Charter.

II. CONTEXT AND PURPOSE

This Agreement affirms the peaceful secession and realignment of the town now known as Whitefall, formerly Merlot, from the Idesian Empire, and its full and voluntary integration into the Second Lilaris Empire.

Whitefall’s appointed leader, Ashling Goldwound, was originally designated Mayor of Merlot under Idesian authority. However, following the ideological collapse and radicalization of the Idesian regime under Larrist extremism, she now rejects all continued fealty to that state. Her priority is the safety, stability, and sovereignty of her people.

The Second Lilaris Empire recognizes this transition not as rebellion, but as a principled and lawful secession from a compromised state.

III. TERMS OF INTEGRATION

1. Renunciation of Idesian Allegiance
   Whitefall, under the leadership of Ashling Goldwound, formally and permanently renounces political and legal allegiance to the Idesian Empire.
2. Recognition of Sovereignty
   Whitefall acknowledges the Twin Crowns of the Second Lilaris Empire as its sole sovereign authority. In return, the Empire guarantees Whitefall protection, dignity, and lawful inclusion under Imperial law.
3. Noble Appointment
   Ashling Goldwound is hereby elevated to the status of Viscountess of Whitefall and recognized as a noble of the Empire. Her leadership is ratified by Imperial decree and protected under the Imperial Charter.
4. Renaming and Reclassification
   The town formerly known as Merlot shall henceforth be known as Whitefall, and its territory shall be incorporated as a recognized holding of the Second Lilaris Empire under the Department of the Interior.
5. Governance and Autonomy
   Whitefall shall retain full local authority over internal matters, including civil law, cultural identity, taxation, and development, subject to the laws of the Empire.
   The Empire reserves jurisdiction over matters of:
   • National security
   • Capital criminal offenses
   • Noble succession
   • External diplomacy
6. Military Protection
   The Empire shall extend immediate defensive protection to Whitefall. Any retaliation or encroachment by Idesian loyalists or Larrist cultists shall be treated as hostile action against the Crown.
7. Judicial Integration
   All serious legal disputes shall be referred to the New Terranova Imperial Court. A Regional Court may be established in Whitefall under oversight from the Department of Justice.
8. Transitional Support
   The Empire shall provide transitional support including legal counsel, civic aid, and administrative guidance during the integration period. Idesian lawbooks and documentation may be retired or preserved in archives.

IV. ACKNOWLEDGMENT OF DISPUTE

The parties acknowledge that the Idesian Empire does not recognize this secession, nor does it consent to the annexation of Whitefall. Nevertheless:

• The Empire affirms that Ashling Goldwound’s original authority was granted prior to Ides’ ideological collapse,
• The realignment of Whitefall is a lawful and moral act of civic defense,
• And the people of Whitefall have a sovereign right to self-determination when their former liege becomes corrupted by extremism.

Any interference by New Ides shall be considered a violation of Imperial sovereignty and met with proportional response.

V. EFFECT AND RATIFICATION

This agreement enters into effect immediately upon signature by both parties and shall be recognized across all Imperial territories.
