Section 1: Title
This act shall be known as the Lilaris Department of the Interior Act.
Section 2: Purpose
The purpose of this act is to:
- Establish the Department of the Interior (DoI) as the Empire’s primary body for infrastructure, cultural preservation, and internal development.
- Define the responsibilities and jurisdiction of the DoI in urban planning, land use, and environmental conservation.
- Ensure Imperial territories develop sustainably and in alignment with Lilaris’ cultural, strategic, and aesthetic values.
Section 3: Definitions
For the purposes of this act, unless the context otherwise requires:
- Department of the Interior (DoI) – The principal governing body responsible for infrastructure, land management, cultural preservation, and environmental oversight within the Second Lilaris Empire.
- Secretary of the Interior – The highest-ranking official within the DoI, responsible for overseeing its operations and reporting directly to the Twin Thrones.
- Imperial Zoning Laws – Regulations governing the use, development, and protection of land within Lilaris, ensuring orderly expansion, sustainability, and historical integrity.
- Regional Leadership – Governing authorities at the duchy or city level, responsible for coordinating local development efforts with the DoI.
Section 4: Department of the Interior Authority
4.1 - Establishment
The Department of the Interior (DoI) is established as the Empire’s governing authority on infrastructure, land development, and cultural preservation.
4.2 - Jurisdiction
The DoI is responsible for overseeing:
- Public Infrastructure – Maintenance and regulation of roads, bridges, and civic buildings.
- Urban Development – Approval of major construction projects, zoning laws, and land use policies.
- Cultural and Historical Preservation – Protection of monuments, historical sites, and Imperial archives.
- Environmental Conservation – Protection of natural landscapes, sustainable land use, and resource management.
- Architectural and Aesthetic Standards – Enforcement of Imperial city planning and design regulations.
4.3 - Oversight and Accountability
The Secretary of the Interior reports directly to the Twin Thrones and is responsible for implementing land and infrastructure policies. The DoI operates independently in its mandate but is subject to periodic review by the Imperial Court to ensure compliance with the Imperial Charter.
Section 5: Leadership Structure
5.1 - The Twin Thrones
Hold supreme authority over all land and infrastructure matters. May issue direct orders to the Secretary of the Interior in matters of strategic importance.
5.2 - The Secretary of the Interior
- Appointed by the Twin Thrones as the highest-ranking DoI official.
- Directs urban planning, land management, and public infrastructure projects.
- Oversees compliance with Imperial zoning laws and environmental policies.
- Advises the Twin Thrones on matters of strategic infrastructure and territorial development.
5.3 - Regional Leadership
- Regional leaders, including Dukes and Counts, are responsible for implementing DoI policies within their jurisdictions.
- Local authorities must coordinate with the DoI to ensure compliance with Imperial development standards.
Section 6: Land Use and Development Regulations
6.1 - Public Infrastructure Oversight
- All public roads, bridges, and civic structures must meet DoI safety and quality standards.
- Expansion projects must be approved by the DoI before construction begins.
6.2 - Land and Resource Management
- Land grants and zoning laws will be strictly enforced to prevent improper expansion or misuse.
- Resource extraction and territorial expansion must align with Imperial sustainability goals.
6.3 - Environmental and Aesthetic Regulations
- Deforestation, pollution, and unsanctioned modifications to Imperial lands are strictly regulated.
- All cities must adhere to Imperial architectural and cultural standards to maintain cohesion.
Section 7: Enforcement and Penalties
7.1 - Compliance Requirements
- Unauthorized construction may result in project suspension, fines, or land seizure.
- Failure to comply with DoI mandates may result in formal Imperial intervention.
7.2 - Regional Accountability
- Regional leaders are responsible for ensuring local compliance with DoI regulations.
- Repeated violations may result in Imperial review and reassignment of governing authority.
7.3 - Judicial Oversight
- Severe noncompliance may be brought before the Imperial Court for resolution.
- The DoI may issue emergency rulings to prevent immediate environmental or infrastructural damage.
Section 8: Implementation and Procedures
- The DoI shall conduct a full review of all Imperial territories within 30 days to assess land use and zoning compliance.
- Future amendments and policies may be issued by the DoI, subject to Imperial review.
Section 9: Amendments
- Any amendments to this act shall be proposed and approved through the Imperial legislative process in accordance with the Imperial Charter.
