Section I — Purpose

The Second Lilaris Empire affirms its duty to protect those fleeing persecution, exile, or credible threats to life and liberty. This Act establishes a process for granting asylum to foreign individuals seeking sanctuary within Imperial borders.


Section II — Grounds for Asylum

An individual may request asylum if they face:

  • Political persecution or unjust exile,
  • Ideological or religious targeting by extremist groups,
  • Systemic denial of legal protections or civil rights in their origin state,
  • Threats from factions or movements that operate outside lawful governance.

Section III — Application Process

  1. Asylum may be requested at any Imperial border, court, or through a recognized noble house.
  2. The Department of the Interior shall review applications within 7 days.
  3. Applicants may be granted Provisional Sanctuary while under review.
  4. The Department of Justice shall confirm legal standing before permanent status is approved.

Section IV — Rights of Refugees

Asylum recipients shall:

  • Be protected from extradition or deportation,
  • Be granted freedom of movement and speech within Imperial law,
  • Be eligible for citizenship after 30 days of lawful residency,
  • Be expected to remain politically neutral during sanctuary.

Section V — Revocation

Asylum status may be revoked only if:

  • The individual commits a crime of violence or sedition within the Empire,
  • Evidence of fraud or hostile intent is discovered,
  • The threat in their origin state is officially deemed resolved by the Department of Justice.

All revocation actions must be reviewed by a magistrate and may be appealed.


Section VI — Special Cases

Requests involving nobles, former royals, or high-profile defectors shall be reviewed directly by the Office of the Twin Crowns in consultation with the Department of the Interior.


Section VII — Notes

This Act applies to all future ideological or non-state threats, including but not limited to cultic factions. It does not name any present-day group to ensure lasting relevance across generations.
