National Integrity and Security Act (NISA)

The Second Lilaris Empire is founded on principles of unity, order, and collective prosperity. This Act establishes the legal and security framework necessary to ensure the continued integrity of the Empire’s territories and prevent unlawful disruptions to national cohesion.

The governance of Lilaris is vested in the Twin Crowns, whose authority is the sole legitimate source of territorial reorganization, including any alterations to national boundaries, administration, or jurisdictional claims.


Title I – Governance of Imperial Territories

Section 1.1: Recognition of Imperial Holdings

All lands, provinces, and protectorates within The Second Lilaris Empire are subject to Imperial law and governance, with regional administration delegated at the discretion of the Royal Council.

Section 1.2: Administrative Adjustments

Any proposed alteration to the governance of a region—whether in structure, jurisdiction, or representation—must be formally petitioned to and approved by the Royal Council. No unilateral changes shall be recognized under Imperial law except in the course of carrying out duties expressly delegated by the Royal Council.

Section 1.3: Dissolution and Reorganization

Any unauthorized attempt to dissolve, secede, or alter governance shall be classified as an act of Treason (1-LCC § 4.4.1.2), subject to immediate Imperial intervention and legal prosecution.

Title II – Protection of National Security and Order

Section 2.1: Safeguarding Imperial Sovereignty

Actions that threaten the structural integrity of the Empire—whether through unlawful governance claims, foreign collusion, or seditious rhetoric—are recognized as matters of national security. The Imperial Department of Defense is empowered to take any and all necessary measures to prevent or neutralize such threats.

Section 2.2: Unlawful Disruptions to Order

No individual, group, or governing body may declare land independence, secession, or withdrawal from The Second Lilaris Empire without explicit approval from the Royal Council. Any attempt to do so or aid in its commission shall be classified as Treason (1-LCC § 4.4.1.2) and addressed with appropriate military and judicial response.

Section 2.3: Enforcement Measures

To uphold the security and unity of the Empire, the Department of Defense shall maintain readiness to:

  • Detain individuals responsible for unlawful disruptions.
  • Seize assets and infrastructure utilized in unauthorized territorial claims.
  • Should diplomatic and judicial measures fail, the Department of Defense shall, as a measure of last resort, deploy military forces to restore lawful governance in contested regions.

Section 2.4: Foreign Interference Clause

Any external entity found to be supporting, recognizing, or facilitating unlawful territorial claims within the Empire shall be considered an adversarial force, subject to diplomatic, economic, and military countermeasures.

Title III – Jurisdiction and Judicial Authority

Section 3.1: Imperial Court Oversight

Cases related to unlawful governance claims or other attempts to subvert Imperial authority shall be heard exclusively by the Imperial Court.

Section 3.2: Punitive Measures

Individuals or entities found guilty of violations under this Act shall be subject to:

  • Revocation of noble status, if applicable.
  • Seizure of assets and resources.
  • Indefinite detention or exile, pending Royal Council review.

Title IV – Affirmation of Imperial Unity

The Second Lilaris Empire stands indivisible under the guidance of the Royal Council. This Act reaffirms the Empire’s commitment to maintaining stability, preventing disorder, and ensuring that all governance remains lawfully and centrally guided.
