Lilaris Department of Commerce Act
This act establishes the Department of Commerce (DoC) as the principal body responsible for corporate registration, economic oversight, and government contract eligibility within The Second Lilaris Empire. It formalizes the structure, responsibilities, and procedures of the DoC to ensure a structured and enforceable economic system while maintaining fair business practices and economic stability.
Section 1: Title
This act shall be known as the Lilaris Department of Commerce Act.
Section 2: Purpose
The purpose of this act is to:
- Establish the Department of Commerce (DoC) as the Empire’s primary economic regulatory body.
- Define the structure, leadership, and operational responsibilities of the DoC.
- Ensure efficient coordination of economic oversight in alignment with Imperial law.
Section 3: Definitions
For the purposes of this act, unless the context otherwise requires:
- Department of Commerce (DoC) – The principal body responsible for economic regulation, corporate registration, and trade policy within the Lilaris Empire.
- Secretary of Commerce (SECCOM) – The highest-ranking official within the DoC, responsible for overseeing its operations and reporting directly to the Emperor.
- Unregistered Small Producer (USP) – An individual or small-scale vendor operating outside the DoC’s corporate registry. USPs do not require formal registration but are fully liable for trade disputes and receive no government protections or trade privileges.
- Registered Producer (RP) – A business or enterprise that is formally recognized by the DoC. RPs receive legal protections, access to government contracts, and preferential standing in trade disputes.
- Government Contract – Any trade agreement or service rendered to the Lilaris Empire under official sanction.
Section 4: Department of Commerce Authority
4.1 - Establishment
- The Department of Commerce (DoC) is established as the Empire’s primary authority on economic regulation and corporate oversight.
4.2 - Jurisdiction
The DoC is responsible for:
- Corporate Registration & Oversight – Maintaining records of businesses operating within Lilaris.
- Trade Regulation – Enforcing fair business practices and economic stability.
- Government Contracting – Approving businesses for Imperial contracts and preventing monopolistic control.
- Dispute Resolution – Providing legal arbitration in trade conflicts where applicable.
4.3 - Oversight & Accountability
- The Secretary of Commerce reports directly to the Twin Crowns and is responsible for implementing trade policies.
Section 5: Leadership Structure
5.1 - The Twin Thrones
- Holds supreme authority over Lilaris’s economic policy.
- May issue direct orders to the Secretary of Commerce.
- Approves major economic legislation and trade agreements.
5.2 - The Secretary of Commerce (SECCOM)
- Appointed by the Twin Thrones and serves as the highest-ranking commerce official.
- Oversees all economic operations within the DoC.
- Directs trade policy, corporate oversight, and economic development.
Section 6: Implementation & Procedures
- The DoC shall convene regular economic briefings to assess and regulate trade.
- Operational decisions shall be recorded and archived for Imperial oversight.
- The DoC may coordinate with external trade organizations where necessary.
Section 7: Amendments
Any amendments to this act shall be proposed and approved through the Imperial legislative process, in accordance with the Imperial Charter.
